The Environmental, Health and Safety Officer oversees the implementation and continued appropriateness of the environmental, health, safety and social management system (EHSS MS) for Ocean Cay Marine Reserve (OCMR); ensuring the training of personnel on the island to enable required procedures and practices to be followed. The role requires regular monitoring and auditing of the entire facility, data collection and regular reporting to senior management on the island and to the head office. The EHS Officer must identify appropriate actions and measures to ensure continual improvement of environmental, health, safety, and social performance, aligned with the sustainability strategy and goals of MSC Cruises. Through regular communications with the relevant Senior Management, the EHS Officer is responsible for establishing goals and tracking progress in meeting these requirements. The EHS Officer is also responsible for the planning of regular meetings of the OCMR Sustainability Committee. The EHS Officer operationally reports to the General Manager OCMR, and liaise with the MSC CM Environmental Operations & Compliance Department, MSC CM Fleet Sanitation Department, MSC CM Marine Operations Department, MSC CM Energy Efficiency Department, MSC Cruises (USA), MSC Cruises Sustainability Department (Geneva).
a) General
• Ensure the ongoing implementation of the EHSS MS and its continued effectiveness, which includes providing appropriate management support to the island operational team.
• Promote company sustainability, related policies & commitments to OCMR personnel.
• Ensure all positions receive job-specific training relative to the requirements of the EHSS MS and the Responsibility Assignment (RACI) Matrix, with the consolidation and retention of all training records.
• Undertake regular inspections (daily, weekly, monthly) and spot checks to ensure continued compliance with regulatory, company and other EHS requirements.
• Conduct EHS internal audits, participate and represent the Company during any external audit and/or official inspections carried out by relevant Authority
• Analyze, monitor and report EHS data and performances, identify strength and weaknesses, set appropriate goals aimed at a continuous improvement of relevant processes and activities
• Implement and supervise all EHS recordkeeping requirements, monitor and audit all appropriate logs
• Take care of all applicable internal and external communications, reporting effectively to the Senior Management, as appropriate
• Maintain all EHS documents and ensure their accuracy in accordance with legislative and Company’s requirements and their availability for Authorities and Company Representatives.
• Supervise and consolidate all EHS reporting data into monthly reports.
• Conduct EHS risk assessments, ensuring continued adequate mitigation strategies and controls.
• Investigate any EHS accident or near miss that occurs on the island in order to find new measures to prevent future accidents.
• Manage all EHS documentation regarding accidents occurring on the island, including the completion and communication of the prescribed reports.
• Maintains the ESMS and contributes/ prepares the annual Environmental and Social Self-Monitoring Report (ESSMR) reporting findings to the VP Environmental Operations & Compliance MSC CM (UK).
• Undertake comprehensive twice yearly internal audit of the facility against the EHSS MS requirements and prepare an audit report.
• Provide support and logistical assistance to facilitate the annual third-party audit by the Lenders Representative.
• Recommend areas for improvement to management, including actions to ensure alignment with Company commitments.
• Chair the OCMR EHSS Committee and ensure follow-up of agreed actions.
b) Environmental and Biodiversity
• Oversee OCMR compliance with the governmental obligations including requirements of the current Environmental Impact Assessment, the environmental and social management plans; and in view of future modifications or expansions, advising management where necessary.
• Report to the VP Environmental Operations & Compliance MSC CM (UK) and conduct activities and monitor processes in accordance with the instructions provided by the relevant Environmental Operations & Compliance Department
• Maintain the required Environmental Permits, Consents and Approvals in direct liaison with the relevant Authorities.
• Report unauthorized releases and spills into the environment and/or cases of pollution to the General Manager and VP Environmental Operations & Compliance MSC CM (UK).
• Verify, through periodical inspections/checks, full compliance with company procedures and any other applicable local, national, or regulatory requirements.
• Ensure that all Company environmental, pollution prevention and chemical management procedures are properly implemented, understood, and correctly followed by employees.
• Ensure that procedures for management of waste, including collection, segregation, storage and lawful disposals are properly implemented, understood and correctly followed by all employees.
• Monitor the correct application of the Company wastewater policy, reporting any non-compliances to the General Manager.
• Monitor the correct application of the Company air emission policy, reporting any non-compliances to the General Manager & and VP Environmental Operations & Compliance MSC CM (UK).
• Conduct environmental and chemical safety training to employees involved in relevant operations
• Report to the General Manager any defects or malfunction of any environmental equipment.
• Monitor and audit all logs related with environmental operations and compliance activities and processes
• Maintain and keep available all appropriate environmental documentation
• Conduct specific individual training for employees involved in the use, handling, storage and disposal of chemical products and pollution emergency response operations.
• Coordinate and direct the monthly Pollution Emergency Drills. Verify the effectiveness of responses and coordination of personnel.
• Carry out periodic inspections of all safety and environmental protection appliances and equipment, which must be properly always maintained.
• Investigate and respond to inquiries or complaints of any employee or guest regarding perceived improper environmental practices.
• Implement the monitoring and management plans pertaining to the conservation of biodiversity, including the associated liaison and the reporting obligations to Stakeholders
• Gather sightings data of marine mammals and other biodiversity
• Monitor the relocated Coral Restoration Area, as well as future Coral Planting areas, including regular health status assessments, and reporting.
c) Health
• Provide professional assistance for public health matters to all departments.
• Provide public health training to employees involved in public health operations.
• Participate in induction training, providing a briefing about public health procedures and outbreak prevention.
• Participate in safety and hygiene inspections on the island (including, but not limited to, galleys, mess rooms, restaurants, bars, stores, garbage rooms, pantries, cabins, etc.).
• Prepare safety and hygiene inspection reports and send them to respective department heads; and coordinate corrective actions.
• Report to the Fleet Sanitation Director MSC CM (UK), conduct activities and monitor processes in accordance with the instructions provided by the relevant Fleet Sanitation Department • Conduct daily spot-checks to ensure compliance and address discrepancies.
• Monitor and audit all logs related with public health activities.
• Maintain and keep available all appropriate Health management documentation
• Attend Management Meetings to discuss any public health related matters.
• Perform monthly Escherichia coli testing of the potable water system and any other microbiological tests, as required. Maintain a log of the test results.
• Review existing standards and suggest changes/improvements to management.
d) Safety
• Train all employees and contractors in all phases and aspects related to the safety protocols of the island.
• Train all employees and contractors in reference to all applicable chemical safety procedures and requirements
• Verify, through periodical inspections/checks and audits full compliance with any legislative requirement and company procedure
• Investigate any safety and occupational health accident or near miss that occurs on the island in order to find new measures to prevent future accidents.
• Report to the VP Environmental Operations & Compliance MSC CM (UK)
• Conduct activities and monitor processes in accordance with the instructions provided by relevant Marine Operations Department
• Organize and take charge in all emergency drills, e.g. fire and evacuation drills, and understand his/her emergency duties.
• Maintain the Emergency Muster List including the coordination and organization of all aspects of the safety organization.
• Ensure for the proper maintenance of all firefighting equipment as detailed in Company Instructions.
• Maintain and keep available all appropriate Safety and Occupational Health documentation
• Report to the General Manager any defects or malfunction of any safety equipment.
• Act as the leader of the coordination team for any emergency on the island: fire, oil/chemical spill, medical, general emergency.
Educational Requirements:
A bachelor's degree in a relevant field such as Environmental Health & Safety, Environmental Studies, or Industrial Hygiene is often preferred. Advanced degrees can further enhance qualifications.
Experience:
Relevant 5 years work experience in environmental health and safety roles is highly valued. This experience demonstrates practical application of safety protocols and regulations.
